John Grant Tod was born November 14, 1808. He served in the Mexican navy and United States Navy before joining the Texas Navy in 1837. In 1842 Tod resigned and moved to Washington where he lobbied for the Republic of Texas. In 1851 Tod served as a delegate to the London Industrial Exhibition. Edwin Ward Moore joined the U.S. Navy in 1825 and rose to the rank of lieutenant in 1835. Sensing few prospects in the United States, he served as fleet commander of the Navy of the Republic of Texas between 1839 and 1843.
